Questions from County Councillors Any county councillor may, by giving notice to the Proper Officer by 9
am three working days before the meeting, ask a question on an item on the
agenda. The number of questions which may be asked by any councillor at any one
meeting is limited to two (or one question with notice and a supplementary
question at the meeting) and the time for questions will be limited to 30
minutes in total. As with questions at Council, any questions which remain
unanswered at the end of this item will receive a written response. Questions submitted prior to the agenda being despatched are shown below
and will be the subject of a response from the appropriate Cabinet Member or
such other councillor or officer as is determined by the Cabinet Member, and shall not be the subject of further debate at
this meeting. Questions received after the despatch of the agenda, but before
the deadline, will be shown on the Schedule of Addenda circulated at the
meeting, together with any written response which is available at that time. |

present a petition, can attend the meeting in person or ‘virtually’ through an

to present a petition must be submitted no later than 9am ten working

Report by Director of Law and Governance & Monitoring Officer (CMDL5). To consider the proposed introduction of a Deputy Cabinet Member for Strategic Plan Delivery. The role would provide additional political capacity to support delivery of agreed Strategic Plan priorities and forward planning of Cabinet business. It would be non-statutory and advisory, with no executive decision-making powers or delegated authority. The Leader is RECOMMENDED to: a)
Agree the proposed model for introducing
a Deputy Cabinet Member for Strategic Plan Delivery and any subsequent Deputy
Cabinet Member roles. b)
Confirm that a Deputy Cabinet Member role
is non-statutory, advisory and delivery-focused, with no delegated
decision-making powers. c)
Agree the governance safeguards, role
description, refreshed Enhanced Disclosure and Barring Service check
requirement and communications approach set out in this report before
implementation. d)
Agree the Role Profile for the Deputy
Cabinet Member for Strategic Plan Delivery Role attached as Annex 1 to this
report. e)
Request the Director of Law and Governance
and Monitoring Officer to update the Council’s Constitution using their
delegation from Council to reflect the Leader’s power to appoint to Deputy
Cabinet Member roles and to include the role of a Deputy Cabinet Member within
