The Deputy Leader of the Council considered a report (CMDDL4) setting out responses to a consultation on improvement schemes for Kennington roundabout and Hinksey Hill interchange and the process for approval of final detailed design.

 

Having regard to the arguments and options set out in the documentation before him the Deputy Leader of the Council confirmed his decision as follows:

 

(a)          authorise the Kennington and Hinksey Hill schemes to proceed to detailed design and construction;

 

(b)          authorise the Deputy Director for Environment & Economy (Commercial & Delivery), in consultation with the Deputy Leader of the Council to approve the final detailed design of the proposed schemes for Kennington roundabout and Hinksey Hill roundabout.

The Deputy Leader of the Council considered (CMDDL5) implementation of a developer funded traffic calming scheme in Jack Straw’s Lane between Marston and Headington in Oxford in the light of responses to a consultation on the scheme.

 

Marilyn Cox raised two issues.  The first, on behalf of the Jack Straw’s Lane Road Safety Sub-Group, referred to the need for enhanced signing at both ends of the route. The second concerned the need to co-ordinate the county council’s resurfacing work with planned maintenance work by other agencies to address ongoing problems in Jack Straw’s Lane with regard to blocked gulleys and water mains.

 

Officers agreed that co-ordination was key and advised that they would seek to secure an agreed timeline for work to be carried out and review proposals for signing even though every effort had been made to minimise the impact of signing particularly on such a busy route.

 

Having regard to the arguments and options set out in the documentation before him, the representations made to him and the further considerations set out above the Deputy Leader of the Council confirmed his decision as follows:

 

to authorise the works as described in the report CMDDL5 and set out in Annex 3 to that report.

Minutes:

The Deputy Leader of the Council considered (CMDDL6) the proposed provision of new disabled persons’ parking places in Lavender Place, Carterton; Middle Row, Chipping Norton, Champion Way, Junction Road and Howard Street, Oxford as well as revisions to permit eligibility for Holyoake Hall in Headington Central Controlled Parking Zone, Oxford in the light of responses to public consultation on the relevant draft traffic regulation Orders.

 

Having regard to the arguments and options set out in the documentation before him the Deputy Leader of the Council confirmed his decision as follows:

 

to authorise variations to the Oxfordshire County Council - (West Oxfordshire District) (Disabled Persons’ Parking Places) (Amendment No. 5*) Order 20** and the (Disabled Persons Parking Places - Oxford) (Variation No. 5*) Order 20**  to:

 

(a)               approve proposals to provide new DPPPs in Lavender Place, Carterton; Middle Row, Chipping Norton;  and Champion Way, Junction Road, and Howard Street, Oxford as proposed in the report CMDDL6;

 

(b)               approve the proposal to amend permit eligibility for Holyoake Hall as proposed in the report CMDDL6.
